CHED looking into suicide of CSU student

The youth commission says the Commission on Higher Education should put in place protection mechanisms for students who are denied school services because of unpaid school fees

MANILA, Philippines – The Commission on Higher Education (CHED) is looking into the suicide of Cagayan State University (CSU) student Rosanna Sanfuego.

Rappler learned on Wednesday, March 4, that Commissioner Alex Brillantes Jr, CHED chair designate of CSU, has been tasked to look into what really happened.

According to police, 16-year-old Sanfuego hanged herself at home in Abulug town in Cagayan. Hours before her body was found on February 25, she texted her brother about her problems: she was not able to pay her school fees, so she didn't take the midterm examinations.

Authorities say depression may have been the probable cause of the suicide.

The incident comes just as the university is studying the reimposition of tuition fees after observing a "no tuition fee policy" since 2009. But even without a tuition fee, the cost of school fees still range from P2,000 ($45.37)* to P4,000 ($90.74).

 Shall we give peace a chance?

You cannot build peace without any unification efforts amongst the people of Mindanao. Yes, this is a tall order of duty but it is the first step to reaching the objective of the Bangsamoro Basic Law.

I heard that the MILF group in Maguindanao was the only group consulted during the creation of the BBL. How can this be when there are way too many groups in this island? Not to mention the biggest island of the Philippines where all our rich natural resources are tucked away. Why didn’t the peace panel work with all the Muslim Tausugs, the Sambals, the Yakans, the Badjaos or the Sultan of Sulu?

The Muslim population alone consisting of different ethnic groups do not see eye to eye.  This is not to say, however, that peace is hopeless. As we very well know, peace can be achieved with all the right objectives and all the right moves.

There is more to tell in the Mamasapano tragedy than what we have been told. In a fearsome parody of the sweet sermon on the Beatitudes, the meek have indeed inherited the earth – buried six feet deep in the earth of their pathetic graves. Underneath the rubble of the earth are many dead civilians, soldiers including MILF men who died during the clash. More than what meets the eye. This was such a deadly clash because military protocols and so-called ‘peace’ agreements were not observed. Sanamagan!

Why doesn’t government admit that the ‘peace talks’ have already dismally failed? In fact, the MILF seems to be saying that they refuse to return to peace talks unless we promise them an independent Islamic State. Is this really what they want? Is this really what the BBL is all about? I doubt that our government will give up Mindanao in its entirety just like that.

Those Muslim brothers and sisters should see themselves as Filipino Muslims. We are one people and one race. We should unite ourselves and find the spirit of nationalism in our bloodstreams within the hearts and souls of every Filipino citizen.

My dad, the late Max Soliven once said that, “Giving the MILF rebels a slice of Mindanao is not a peace settlement. It’s abject surrender!” Is this what we want? Is this what the BBL is really all about? I hope that Secretary Teresita Quintos Deles, Presidential Adviser on the Peace Process and Miriam Coronel-Ferrer, head of the Government Peace Panel clarify the matter with our countrymen before such ‘misconceptions’ (if they are) – get worse!

Right now, I believe that CDO Representative Rufus Rodriguez, chairman of the House Ad Hoc Committee on the BBL is jotting down points in the BBL that need to be revised, fine tuned or added to the proposed BBL. I’m pretty sure the members of the government peace panel are also doing the same. But shouldn’t they go down to the grassroots level and include the ordinary citizens not just the leaders of the different Muslim factions so that they can get the common consensus of the whole population and not just a part of it?

Shall we give peace a chance? Of course we should! But the government must be wary as they tread the path towards peace. Peace is freedom from or cessation of war or violence. It is not being cowed by the ranting and threats of the MILF and their Moro cohorts. The government must not hand over in a silver platter what rightfully belongs to the people and country. We must not be bullied to do things that will benefit only a few. We must not sell to the highest bidder our sovereignty just because we fear retaliation from the enemy. The Philippines is not for sale nor can it be given away. It belongs to all Filipinos regardless of religion or sub-culture.

To achieve peace, we must all come together as one nation under one flag. Otherwise, peace will forever remain an elusive dream for Mindanao.

What is happening to our coconuts? No, I am not referring to some ‘congressmen’ or ‘senators’ not even cabinet members or palace spokesmen. I am talking about the tree of life in its literal sense.

When former Senator Francis “Kiko” Pangilinan was appointed as Presidential Adviser for Food Security and Agricultural Modernization (PAFSAM) over a year ago and took over PCA, many were hopeful that the coconut industry would improve. So, what happened? There seems to be a very slow pace development going on almost zilch.

The virulent infestation which spread throughout Calabarzon has left only 300,000,000 trees at the beginning of 2015. A big portion of these remaining trees (estimated at about 30-40%) are underproductive or senile. There is very little to no replanting efforts taking place in farms. Neither PCA or the Department of Agriculture is teaching proper cultivation techniques that can raise the annual tree output from 43 nuts/year to even just 100 nuts/year.

In his SONA two years ago, P-Noy announced that the PCA would mount a coconut intercropping program including coffee and cacao. Funds had actually been released for this purpose. P-Noy and Congress also allocated a substantial budget for PCA to catalyze a Yolanda rehabilitation effort even as more funds were spent to contain the cocolisap infestation.

While various groups holler for the right to receive and utilize the coconut levy funds, the Commission on Audit may want to study what PCA has done with all the funds that have been put in its care by P-Noy and Congress for various agricultural coconut projects. It’s possible and probable that COA may discover a ‘Napoles’-style skullduggery in there.

MANILA, Philippines–The arrest of a Dutch national in the Netherlands last year on charges of child exploitation has traced the operations of child pornography activities in the Philippines, which uses girls ages 1 to 12 years who are not only forced to perform sexual acts but are also tortured to death.

One such victim died in the hands of her abuser, according to the National Bureau of Investigation.

“A video of a young girl being directed to perform oral sex by an older woman speaking in the Visayan dialect led the Dutch police here,” Eric Nuqui, head of the NBI Anti-Human Trafficking Division (Ahtrad), told the Inquirer.

According to Nuqui, a film clip provided by the Dutch police showed a naked 1-year-old with hands tied, legs drawn apart and crying nonstop while being tortured and sexually assaulted by a masked older girl. The victim has been identified in the video as “Daisy.”

The attacker on the video repeatedly whipped the baby girl and placed a duct tape on her lips to silence her cries. She had been tracked down by the NBI and identified as “Lovely,” a former live-in partner of Australian national Peter Gerard Scully, suspected producer of child pornographic videos starring young Filipino girls as young as 1 year old. He is now in the custody of the NBI.

MANILA, Philippines (Updated) – They remember it as the shot put incident.

On February 13, 1978, plebes belonging to the Bravo Company lay on their backs as their upperclassmen dropped heavy metal balls on their stomachs. On that day, Cadet 4th Class Manuel Salas died in the worst case of hazing in Philippine Military Academy (PMA) history.

Three other plebes were rushed to the hospital. Then Cadet 4th Class Alan Purisima almost died of internal hemorrhaging. He would become chief of the Philippine National Police 3 decades later.

“Four of us were rushed to the hospital. My case wasn’t so serious. But Alan nearly died. He was cut open from top to bottom,” retired Major General Domingo Tutaan, former internal auditor and spokesman of the Armed Forces of the Philippines (AFP), recalled in an interview with Rappler.

It happened only 4 days before the most awaited Recognition Day – the end of the plebe year characterized by crying cadets relieved that months of hazing is over, turned more emotional that year by the loss of a mistah (classmate).

It was the first crisis for what would become a very powerful class that has ruled the country's 120,000-strong military and 150,000-strong police since 2013.

MY LOVE and interest in the Korean culture is no big secret. I have long been interested in their language, their history, and their art from even before the first KPOP hit, Wonder Girls' Nobody, paved the way for other groups and singers to have popularity in the Philippines. And it is exactly because of that addiction to Korean culture that my parents allowed me to visit the country not just once, but twice, in 2014.

"Why don't you wear makeup? You are still so young, you should wear makeup," was one of the first things my Korean friend asked me as I was frequently barefaced while touring around her city. In the Philippines, it is quite the opposite - you're still young, don't wear makeup. Perhaps it is because the Philippine’s general concept of makeup is to hide imperfections and to give color to the usual bare-natural look when we go to work. On off days, we couldn't care less about blush-ons or lipsticks. At the end of that trip, that friend gave me a gift bag full of makeup from different Korean cosmetic brands.

More than allowing me to see the beauty of their country, my trips to Korea last year introduced me to a whole new world - Korean cosmetics. Anyone who knows me could testify that I had no interest in cosmetics in the very least. Growing up with two older brothers, my preferences and hobbies were derivatives of what they liked - sports, WWE, console games, action and horror movies. Tints, concealer, foundation, and the like all seemed like words with no meaning to me. That is, until I walked down Myeongdong.

Koreans are known for their flawless, milky white skin that has an unmatched radiance. Their need for physical perfection is a reflection of their belief that the appearance shows how well a person takes care of himself. They give the same importance to appearance as they would to health and well-being. So it should come as no surprise that, in order for the women to have their envy-worthy skin, there is a multi-step process to their daily skin care regimen.

The normal daily Korean skin care process would be around 8 to 12 steps which usually include cleansing, eye makeup removal, exfoliation, toner, essence, ampoule, sheet mask, eye cream, moisturizer, and night cream. The rule of thumb is that the amount of time spent on applying makeup should be the same for removing it and cleansing the face. Makeup and skin care products are somewhat an investment to the appearance-conscious which makes their cosmetic industry one of the most successful ones.

Philippine rebels promise help on militants as peace bid stalls

Manila: Muslim rebels in the Philippines promised the government on Thursday they would help track down a wanted militant in a bid to save a peace process thrown into doubt by a clash in which 44 policemen were killed.

Efforts to end the decades-old insurgency by rebels from the minority Muslim community in the largely Catholic country have stalled since the Jan. 25 fighting on the southern island of Mindanao in which the 44 policemen and 18 rebels were killed.

Legislators drawing up a law to give Muslims in the area autonomy, the next step of the peace process, have suspended their work, demanding an investigation into the bloodshed.

The rebels` chief negotiator Mohagher Iqbal, told a Senate inquiry his group was willing to detain a militant bomb-maker, Abdul Basit Usman, and others hiding in their territory.

"Yes, we will help," Iqbal said when asked if the rebels would assist in the hunt for Usman.

Police were looking for Usman and a wanted militant from Malaysia, Zulkipli bin Hir, when the violence erupted in January. Bin Hir was believed to have been killed.

Android One Phones Now Headed to Philippines

Google on Tuesday launched the Android One initiative in Philippines. With the launch, Philippines has become the sixth country after India, Bangladesh, Nepal, Sri Lanka, and Indonesia where Google's low-cost Android One smartphones will be sold.

Google has revealed Cherry Mobile and MyPhone as its OEM partners for the Philippines market. The new Android One phones - the [Cherry Mobile One] and [MyPhone Uno] - will be available in the coming weeks, according to Google. The Mountain View giant however is yet to announce pricing for the Android One smartphones in the country.

Similar to what the company announced in India for Airtel customers, Google announced select data benefits for Android One customers.

"With the launch, our connectivity partners will be offering promotional plans to people who buy Android One's that will help reduce costs for over-the-air (OTA) updates and app downloads from Google Play," the official Google Asia Pacific blog notes.

Android One's Philippines page lists Smart and Sun mobile telecom providers who will offer up to 100MB per month for upgrading to the latest version of Android while for app downloads from Google Play store both the providers are offering up to 200MB per month.

Philippines will also be among the first few countries where users can watch YouTube videos offline.
