Visayas ‘can contribute more’

AMONG the four major economic blocs in the country, the Visayas contributes the least to the Philippine economy. Despite its geographic constraints, the region’s economic planners believe it is in a good position to contribute more, being the most peaceful region in the country.

The National Economic Development Authority is working on a draft for the Visayas Spatial Development Framework, a 30-year program that is part of the National Spatial Strategy to bring about “efficient settlement, production and service delivery systems that consider sustainable management of land and other natural resources and the reduction of disaster risks.”

Neda 7 chief economic development specialist Dionisio Ledres Jr. told Sun.Star Cebu that the Visayas, being in the center of the country, has many advantages. But it only contributes 12 percent to the Philippine economy.

Aside from Cebu, other Visayan cities are becoming an attractive location for ICT and business process management companies. While Cebu City is ranked eighth in Tholons’ list of cities for outsourcing, Bacolod and Iloilo are also recognized, ranked 93rd and 95th, respectively. Dumaguete City has been identified as a next wave city while Tagbilaran City, which recently became connected to an extensive fiber optic network, is expected to offer the same benefits to locators with the old airport location becoming an ideal spot to develop an IT park.

A remark made by Rep. Elpidio Barzaga at a Games and Amusements Committee hearing of the House of Representatives, of which he is the chairman, about unclaimed Philippine Charity Sweepstakes Office (PCSO) Lotto prizes spurred a recent frenzy of suggestions on how to spend the funds.

At least two solons—Rep. Winston Castelo and Rep. Evelina Escudero—have filed proposed house bills on reallocating the unclaimed Lotto prizes.

Castelo’s HB No. 5257 seeks to transfer the funds to the Department of Social Work and Development. From the statements he has made to the media, Castelo refers to Rep. Barzaga’s remark and seems to have gone from there without checking PCSO’s charter or making inquiries with PCSO as to what is done with the funds.

The context of Barzaga’s remark is this: the Games Committee had been investigating the matter of the ironed Lotto ticket of Antonio Mendoza, who is claiming the jackpot prize of the 2 Oct. 2014 Lotto 6/42 draw. In the course of the inquiry, Barzaga requested PCSO to submit various Lotto-related data, including the amount of unclaimed prizes from 2006 to 2013, which amounted to P3 billion.

As a PCSO staffer, I attended all the Games Committee meetings related to this matter and I recall that the PCSO directors present at that particular meeting explained that unclaimed prizes revert to the agency’s Charity Fund after a year in accordance with PCSO’s founding charter, Republic Act No. 1169. However, this seems to have gone unheard and unnoticed.

1. Along the coast of Manila Bay in the Philippines, behind the grand Manila Hotel, there is a slum district called Baseco. Hidden by towering container yards and cargo ships, this shantytown had been virtually unknown until a few years ago when a television report broadcast nationwide put a red pin on the map of Manila.

Describing it as “a place where the people of damned souls (mga halang ang kaluluwa) sell their kidneys to survive,” Baseco brought to public attention the scandal of what is essentially a human organ farm.

This vote-rich village—where local and national politicians occasionally paid visits (and often made fantastic promises)—has been quietly providing fresh and healthy organs for moneyed foreign and local patients. Recipients have come from the Middle East, North America, Hong Kong, Japan, Korea, and most recently, Israel.

Originally the name of a shipping company where most of the men had worked as part-time stevedores, repairmen, and laborers, Baseco is a community of some twenty thousand people living literally on the margins of the sea and society.

2. There is no sign that leads to Baseco. Why should there be? Why would the Manila government waste its resources in drawing attention to a spot better hidden than seen? Nor is there any jeepney or bus on an officially sanctioned route to this place. Indeed, there is no single means of transport that says: “to Baseco” or “Baseco Express.” Baseco, it seems, simply does not exist. For the twenty years I have lived in Manila, I had not heard of Baseco. When I searched for it in December 2000, it took me two days to find it. It was only a thirty-minute drive from my parents’ residence!

3. He is walking on the narrow breakwater under the midday sun. Fire had just ravaged and reduced to coal and ashes a large part of the slums. Periodic fire often broke out here and many believe they had been deliberate and aimed at clearing the area of slum dwellers. Fire, occasionally, has been an absolute tool that the authorities employ when reason and force became inutile. The ruins are still smoldering and many residents are trying to salvage any piece of junk they could use to assemble a mosaic-like dwelling.

Leo is walking on the breakwater half-naked, wearing only a pair of loose basketball short pants. He has wrapped his head with a white towel. At a distance, he looks like just another skinny and undernourished young man living in the slums. But on closer look, after my guide had pointed it out, he bears the trademark of an operado—the foot-long, centipede-like scar on his left side. He had “donated” a healthy kidney! He wears his cut like a badge of honor or a brand of manhood. He was never ashamed of it nor even tried to make it less conspicuous. In fact, he is proud of it. He looks tough and confident.

Activists slam Aquino’s failure to save migrant worker

Saudi Arabia has beheaded a Filipino convicted of killing one of its nationals, the interior ministry said.

Carletto Lana shot dead Saudi national Nasser al-Gahtani before running him over with a car, the SPA news agency said.

His execution was carried out in Riyadh.

Philippine Vice President Jejomar C. Binay also confirmed Lana’s beheading  and asked the  Foreign Affairs department for update on other  Filipino workers facing possible execution abroad.

According to an AFP tally, 80 foreigners and Saudis have now been executed in the country this year, despite international concerns over the number and judicial process. Lana was the sixth Filipino to be executed since  Aquino became president in 2010.

Foreigners can purchase properties in the Philippines, which is currently offering the highest rental income among all Asian countries, according to organisers of Philippine Property and Investment Exhibition (PPIE).

A 120 square metre apartments located in the Philippines’ top city centres fetches a gross rental yield of 7.53 per cent compared to 7.05 per cent in Indonesia, 2.83 per cent in Singapore, 2.82 per cent in Hong Kong and 2.39 per cent in India, reveals statistics by Global Property Guide, a UK-based research house.

“The positive outlook of investors in the Philippine economy has continued to spur new developments. The economy is steadily growing and property prices are expected to increase substantially over the years. Non-Filipinos can own 100% condominiums units, which can offer them excellent rental yields and healthy appreciation,” said Karen Remo, Managing Director, New Perspective Media, the organisers of PPIE.

PPIE, the largest Philippine property exhibition organised in the region, will be held on December 5 and 6 at Godolphin Ballroom, Jumeirah Emirates Towers. The exhibition will have 18 of the country’s leading property developers, banks and government-backed financial institutions taking part and showcasing projects worth Dh2.5 billion (Php30 billion).

“The UAE is home to over 200 nationalities and the PPIE gives them the opportunity to widen their investment basket. Investing in a property, prices of which are relatively cheaper than its Asian counterparts, offer the best returns on their investment,” Remo said.

See, when you read a book, you simultaeneously create two streams of memory: first, of the world in between the pages, and second, of the world around you as you read — how you felt, what you were wearing, if it was dark or bright or warm or freezing, what you were drinking. I don’t believe a personalized mug or box of overpriced brownies can do that. They make for thoughtful presents that are truly personalized. As Xandra Ramos-Padilla, managing director of National Book Store (a.k.a. the person responsible for bringing in titles we may not otherwise find here, like The Monocle Guide to Better Living and The Kinfolk Table Cookbook) says, “There’s a perfect book for every person.” It’ll be like introducing your friends to their soulmates — if the book fits, they will be forever grateful.

Think of a theme, say, Artsy Bohemian Martha Stewart, and build an entire gift box from there — and most of the items you might need to create the perfect present can be found at NBS. This is coming from someone who visits its Glorietta 1 branch thrice a week, just to see what’s new. It’s come to the point where I know exactly how some books are arranged: Bob Dylan’s Stardust first, then Billy Corgan’s Blinking With Fists, then Leonard Cohen’s Let Us Compare Mythologies.

Peryahan continues in Bacolod

The Peryahan Games of the Philippine Charity Sweepstakes Office that opened Monday in Bacolod City continued operations yesterday despite orders from the city mayor to close it.

Bacolod Mayor Monico Puentevella said earlier that he had directed the police to close the outlet of Peryahan Games in Bacolod City until it gets a permit from the city.

Edgar Millama of the Peryahan Games yesterday said they have continued to operate since they have not received any advice from the PCSO to close down. They will just wait for instructions from the PCSO, he said.

PCSO acting chairman and general manager Jose Ferdinand Rojas ll had informed Puentevella in his letter dated July 24 that Bacolod City has been considered one of the areas where the PCSO wishes to launch its newest game, the Peryahan Games.

Rojas said that, by virtue of the deed of Authority dated April 2, PCSO approved the one year experimental test-run of the Peryahan Games and authorized Globaltech Mobile Online Corporation (Globaltech) as the provider, distributor and system supplier of the said game.

Puentevella said even if it is a national project, it must get a permit from the local government just like the PAGCOR which gets a permit from the Mayor’s Office and the Sangguniang Panlungsod.

Negros Occidental Vice Gov. Eugenio Jose Lacson said he supports Gov. Alfredo Maranon’s position against the entry of Peryahan Games in Negros Occidental.

“I am against another numbers game in the province, Lotto and STL are enough,” Lacson said.
