The Supreme Court (SC) has put an end to all civil cases related to the dispute between DFNN Inc. and state-controlled Philippine Charity Sweepstakes Office (PCSO) over the “illegal” termination of a lotto equipment leasing deal.

This gives DFNN more legal muscle to press for the collection of P310 million in arbitral award from the PCSO.

In a resolution dated Feb. 20, 2017, the high court granted the PCSO’s move to withdraw a counter petition. The high court also ordered an entry of judgment, rendering the cases closed and terminated.

“The resolution of the instant case puts to rest all civil cases involving DFNN and PCSO in connection with the Equipment Lease Agreement (ELA) between them, all of which were decided in favor of DFNN,” the lotto service provider said in a disclosure to the Philippine Stock Exchange.

The disclosure pointed out, however, the SC resolution had no immediate effect until DFNN would be able to collect from PCSO.

Sandigan absolves Gloria Arroyo's co-accused in PCSO loot case

MANILA, Philippines — Former Philippine Charity Sweepstakes Office (PCSO) board member Maria Fatima Valdes has been absolved of loot over the affirmed abuse of the state lottery association's P366-million Confidential and Intelligence Funds (CIF) from 2008 to 2010.

Valdes is among the co-accused for the previous president and now Pampanga Rep. Gloria Macapagal-Arroyo in a loot case over the charged abuse or the PCSO's P366-million worth of CIF.

Ex-PCSO execs charged for taking all-expense paid trip after deal

Three former officials of the Philippine Charity Sweepstakes Office (PCSO) were charged with graft and breach of ethical conduct for allegedly receiving an all-expense paid trip to Australia in exchange for a joint venture agreement.

The Office of the Special Prosecutor filed one count of graft or violation of Section 3(b) of the Anti-Graft and Corrupt Practices Act and one count of violation of Section 7(d) of the Code of Conduct and Ethical Standards for Public Officials and Employees against former PCSO general manager Rosario Uriarte and former board directors Jose Taruc V and Fatima Valdez.

The three were co-accused in the plunder case of former President Gloria Arroyo for the alleged misuse of P366 million in PCSO intelligence funds during her term from 2008 to 2010. The case against Arroyo has been dismissed by the Supreme Court due to lack of evidence.

Prosecutors said that in February 2010, Uriarte, Taruc and Valdez accepted an all-expense paid trip to Australia for the approval of a joint venture agreement with TMA Group of Companies for the establishment of a thermal coating and printing plant in the country.

The prosecutors recommended a P30,000 bail for each count of the offense.

Uriarte, the so-called “missing link” in the PCSO case against Arroyo, surrendered in November last year to face her plunder charge.
