Extending martial law

There seems to be haste in extending martial law in Mindanao beyond the constitutional 60-day period. Ifugao Rep. Dubbed “Freedom Ride: Kalayaan Kontra Droga”, it featured over four thousand five hundred cyclists from everywhere Metro Manila and close provinces, starting from Luneta at 7 a.m. and trickling into the police camp an hour later. over four hundred of the cyclists were law enforcement officials.

“With this bike race, we are sending a really sturdy message that the race against drugs will continue till we reach the finish line,” said PNP Chief, Director-General Ronald Dela Rosa in his address.

The riders stuffed the edge of the track oval on the complete front of the grandstand, thanks to the assistance of the National Bicycle Organization. Leading the pack was police chief Superintendent Gilberto Cruz, Director of the Police Community Relations group, whose office coordinated the large event. additionally present were officers and representatives of the dangerous drugs Board, Philippine Drug Enforcement Agency, Metropolitan Manila Development Authority, Department of Health, Department of Social Welfare and Development, Department of Environment and Natural Resources, Department of Education, Department of the Interior and local Government, Metropolitan Bataan Development Authority, Philippine Charity Sweepstakes Office, and civic organizations just like the Philippine National Red Cross, citizens’ groups against crime and foreign guests. All those groups participated in a very large parade to spotlight the occasion.

House plans takeover of casino, lotto licensing

MANILA, Philippines - The House of Representatives plans to take over the franchising and licensing functions of state agencies for firms going into casino, lottery, bus and mining operations.

Speaker Pantaleon Alvarez told reporters yesterday that together with majority leader Rodolfo Fariñas and different House leaders, they would file a bill that might take back the franchising functions Congress delegated to agencies, as well as the Philippine Amusement and gaming corporation. (Pagcor), Philippine Charity Sweepstakes office (PCSO) and Land Transportation Franchising and regulatory Board (LTFRB).

“These agencies can not be allowed to issue licenses. Their functions are going to be strictly regulative. Franchises can come from Congress, as well as those PCSO is supplying for small town lotteries (STL),” he said.

Asked why he wished Congress, primarily the House, to be a licensing agency, Alvarez said: “That is barely a delegated power of Congress. Currently we would like to take it back due to issues that have arisen, as well as this Resorts World incident and also the STL mess.”

Under the Constitution, congressional franchises emanate from the House of Representatives.

PCSO welcomes Thailand Government Lottery Office

It was a warm Thursday morning on May 11 when the Philippine Charity Sweepstakes Office (PCSO) headed by Chairman Jose Jorge Corpuz and General Manager Alexander Balutan gladly welcomed the delegates from the Thailand Government Lottery Office (GLO) at the PCSO Head Office, 4th floor Sun Plaza Shaw Building, Shaw Boulevard in Mandaluyong City.

A discussion between PCSO and GLO about the On-Line Lottery in the Philippines took place wherein the Assistant General Manager for Gaming, Product Development and Marketing Sector Conrado Zabella showed an audio-visual presentation on the history of PCSO and its various game products. On the other hand, Assistant General Manager for Charity Larry Cedro explained the various charity programs of PCSO.

The purpose of the visit was to observe and learn from PCSO how it transitioned from manual to daily on-line games. At present the sweepstakes draws in Thailand are being held two times a week. Further, 20-percent of sales of the sweepstakes draws in Thailand goes to the state revenues, while 60-percern is allotted for its game prizes.

The on-line lottery of PCSO, just like in Thailand, received negative feedbacks from the various sectors when it started in 1995. However, the gaming public learned about the various medical and charitable services PCSO brings to the Filipino people nationwide and the lotto games were eventually accepted as the legal numbers games in the country.

DSWD pays P100,000 each to nation’s centenarians

DAVAO CITY—The Department of Social Welfare and Development (DSWD) began distributing the P100,000 onetime payment for Filipinos who breezed past their 100 years and are still living.

DSWD Regional Director for Davao Region  Mercedita Habagat said the government already paid the amount to 20 certified centenarians here, from out of the 52.  On Monday some more centenarians would be receiving the amount as DSWD personnel travel to Bansalan and Magsaysay towns in Davao del Sur.

Twenty-four of the nation’s centenarians are living in Davao City.

The region may have more than 100 centenarians, Habagat said, but more than half of them could not get accredited or certified for lack of official documents ascertaining their date of birth.

The Davao region has submitted a list of more than 100 centenarians to be allocated the budget in 2016, but the Department of Budget and Management slashed the number to only 52 persons. She said the money would be added if the centenarians could ascertain their birth dates.

The money assistance would be paid only once.

Negros Oriental lawmaker backs anti-illegal gambling drive

REPRESENTATIVE Arnulfo Teves Jr. of the third district of Negros Oriental has expressed his all-out support to the government’s campaign against illegal gambling, as he vowed to do his share as congressman to make a report on this matter before authorities in Manila.

Teves has divulged names of individuals whom he described as “untouchables” in the illegal numbers game in Negros Oriental and expressed dismay for the absence of the police provincial director in the dialogue called for by the Philippine Charity Sweepstakes Office (PCSO) over the weekend in Dumaguete City.

He said he was looking for answers if the one-strike policy of the Philippine National Police (PNP) was being implemented in cities and municipalities where illegal gambling was rampant.

He refused to publicly divulge the full names of the so-called "untouchables" but assured he would do it in a proper forum.

He stressed it was the franchise holder's responsibility of reporting this matter to the concerned agencies.

Teves mentioned the names of “Benny,” “Tam,” “Barrera,” and “Arsenio,” whom he said continued to operate the illegal numbers game “swertres” despite the operation of Small Town Lottery (STL), which is a government-sanctioned gambling operation.

PCSO branch manager Belena Alvarez confirmed that all the mayors and chiefs of police all over the province, including the provincial director, were invited to the dialogue, but none came, except for three to five non-commissioned police officers, including the representative of the acting provincial police director Henry Biñas.

Small-town lottery, jai alai conflict may spur violence in Camarines Sur

NAGA CITY, Philippines (Bicol Standard) — The fight for control in the operation of the numbers game between small-town lottery (STL) and virtual jai alai could fuel more violence and lead to bloody confrontation.

This, observers say, is after an alleged netter or bet collector of the STL identified as Jojo Gredo De Los Santos was shot several times on Saturday by an unidentified assailant at Barangay San Roque in Iriga City.

An informant revealed that the prime suspect is a person who has strong links with the jai-alai operator in Iriga City.

STL is authorized by the Philippine Charity Sweepstakes Office (PCSO) while jai-alai got its permit from the Cagayan Zone Authority, under Meridien Vista Gaming.

‘Look deeper into the issue’

Interviewed by the Bicol Standard on this matter, Bicol PNP Regional Director Chief Superintendent Melvin Ramon “Omar” Buenafe said he had already directed Police Senior Superintendent Jerry Bearis, Provincial Director of the Camarines Sur Provincial Police Office to look into this matter immediately.

“I have instructed all concerned police personnel to look deeper into this issue. I required them to give attention to all the areas where both STL and jai-alai operate simultaneously and forward to me their report in the soonest possible time,” he said.

Meanwhile, in a separate interview, Bearis said, “We are on top of the situation. We are closely monitoring the activities of both STL and jai alai in all municipalities where they are present.”
