Moro Islamic Liberation Front peace panel member Abdulla Camlian said that he expects the next round of exploratory talks between them and the Philippine government would be very tough.
“I don’t expect a smooth-sailing on the issue of normalization; there will be no breakthrough at least during this meeting,” Camlian said. He especially sees difficulties in the policing, decommissioning, and the gradual redeployment of government forces.
The issues to be discusses by the two parties includes the MILF “political detainees,” inter-governmental relationship, transitional arrangement and modalities or political road map, third party monitoring team, independent commission on policing, multi-trust fund, and joint normalization committee.
The MILF also said it expects the parties to discuss the status of the 15-member Transition Commission to be constituted after President Benigno Aquino III issued the Executive Order for its creation.
But “Grueling” the sessions may be, Camlian added that the two peace panels have less to do during this round of meetings as the real hard work will be done by the three technical working groups.
Government and MILF peace panels returned to Malaysia for further discussions that will end Sunday, November 18. "Both parties are expected to (send a) full delegation including members of the newly constituted technical working group on normalization," the MILF said on its website.
The MILF said its delegation includes three women and two members of the indigenous tribes, though without peace panel members Michael Mastura and Roberto Alonto, and secretariat member Muhajirin Ali.
