MY report to the President that 100 Chinese fishing boats have been withdrawn off Pag-asa (Thitu) Island was front page news in this newspaper last Monday, June 10.
As I said, the withdrawal was “an initial gesture on the part of China to win the trust and confidence of the Philippine government.”
More fishing boats belonging to the militia of the People’s Liberation Army (PLA) would be withdrawn later, I was told by a Chinese Navy admiral who relayed his message through an emissary.
The small fishing vessels would be towed in groups by bigger boats, I was told.
The emissary, who was in Manila recently, told me the withdrawal was a message that “we love your President.”
I talked to the Navy admiral in Beijing during the President’s visit to China recently.
I won the admiral’s trust after I told him to withhold signing a contract with — and paying money to — a group in Cotabato City to build a huge seaport in that Mindanao city.
I told him I would check first whether Cotabato City had deep water for a seaport to accommodate big ships.
It turned out the city has very shallow seawater and I sent this message to the admiral who, I was told by an interpreter, had control over the fishing boats off Pag-asa.
I told the admiral that henceforth, he and other groups wanting to invest in the Philippines could inquire with me as special envoy to China for public diplomacy.
The company that the admiral heads is planning to build seaports in Mindanao where Chinese merchant ships could land and load our fruits — mangoes, bananas, durian, lanzones, mangosteen and other tropical fruits — for China’s dining tables.

This I’ve gathered from my talks — backdoor and otherwise — with Chinese officials in Hong Kong and Beijing.
I’ve done backdoor talks with Chinese officials as special envoy to China on public diplomacy. I reported these talks to Executive Secretary Salvador Medialdea and Defense Secretary Delfin Lorenzana.
I tried reporting to National Security Adviser Hermogenes Esperon, but he never answered my calls.
Anyway, Chinese officials and businessmen said they want our seafood, tropical fruits and vegetables.
They want to lease agricultural lands on long-term basis to plant fruits and vegetables for export to China.
They want to lease thousands of hectares of fishpond to seed them with brackish water fish for export to China.
They want to build power plants, steel plants and factories in different parts of the country.
They want to conduct oil exploration in the country in partnership with local companies.
A business group, which I brought before Trade Secretary Ramon Lopez last month, said China is eyeing the Philippines as a relocation site for 100 factories affected by its trade war with the United States.
“We want your friendship. We love your President. We want your seafood and tropical fruits,” are the words I keep hearing from the Chinese.
Now, tell me: Is this the country that wants to go to war with us?
