MANILA, Philippines – Aside from the P378.6-billion Special Purpose Funds (SPF) dubbed by critics as presidential pork, President Benigno Aquino III has P152-billion “personal funds” under his control which were not included in the proposed P2.606-trillion General Appropriations Act of 2015 submitted to Congress.
Addressing a budget forum in Quezon City Thursday, former National Treasurer Lilia Briones sai the national expenditure program for 2015 is not P2.606 trillion as submitted by the Palace to Congress, but actually P2.758 trillion.
“The P152-billion 'special funds' is composed of P123-billion Unprogrammed Appropriations and P29-billion off-budget account and direct remittances from Philippine Amusement and Gaming Corporation (PAGCOR) and Philippine Charity Sweepstakes Office (PCSO), which are under the direct control of President Aquino,” Briones said.
Briones said the off-budget and direct remittances could go as high as P40 billion, since the amount depends on the transmittal by PAGCOR and PCSO to the Office of the President next year, including the donations from big charity organizations.
“We don’t know baka meron pang iba kasi minsan may big charity organizations nagbibigay direct to the President; P40 billion ang estimate namin. Pero ang aming tingin dito baka aabot (lang) ng P29 billion,” she added.
