THE Filipino people did not benefit from the diversion of funds under the Disbursement Acceleration Program (DAP) hatched by President Aquino and Budget Secretary Florencio B. Abad in 2011, the Communist Party of the Philippines (CPP) said in a statement.
In its official comment on the issue, the CPP said the excuse advanced by Malacañang and Aquino allies “are vain attempts to justify the Aquino regime’s anomalous realignment of as much as P177 billion in public funds.”
The CPP argued the disbursement of funds under the DAP did not help resolve the Filipino people’s outstanding problems of unemployment, low wages, landlessness, homelessness, poverty and rising prices which have continued to worsen under the current dispensation.
On Monday last week, the Supreme Court (SC) issued an en banc decision declaring the DAP as unconstitutional, favoring the petition filed by Bagong Alyansang Makabayan and other people’s organizations and democratic personages.
“However, by asserting that culpability can be applied only on future transgressions, the SC left legal loopholes that could be used by President Aquino to avoid criminal prosecution and impeachment,” the party said.
