Next to Pagcor, PCSO or Philippine Charity Sweepstakes Office is the agency to tap for help for the poor and suffering, except that PCSO’s mandate commands it to be the government’s bleeding-heart. Twenty percent (P11 million) of its ticket sales in one day (P50 million) goes to doleouts for people who need money to pay their medical bills a.s.a.p. – doctors, hospitals, pharmacies, etc.
However, the money is never given them directly, never in cash, and never in lump sums. And they have to line up, sometimes for hours (as early as 4 a.m.) to have their letter requests checked, approved and processed. There is no quick fix, as Joy Rojas, PCSO general manager, told Bulong Pulungan, because a social worker has to assess the petitioner’s qualifications, principally how poor and how sick he/she is. In the GM’s experience, the most requests are made by those in need of dialysis.
The thing about dialysis is its high maintenance cost: P3,000 or more per session, two to three times a week, sometimes for as long as 10 years or longer, if the patient happens to be a tough and lucky survivor. PCSO will keep up the donations, while the attending doctor and hospital – only public hospitals, as the private ones are too expensive for assisted patients to qualify – will continue to be paid by PCSO, for as long as necessary.
The agency has a long lifeline, crunching out an annual income of P34 billion in 2012 and expecting it to grow – as the prizes will grow commensurately – since the price of a ticket was doubled to P20 last Friday.
