We now know that the day after Jessie Robredo’s plane crashed off the Masbate coast, DILG Undersecretary Rico Puno went to the late official’s office at the Napolcom and then tried to enter his condominium unit in Quezon City.

The strange visits by Puno, accompanied by at least three police aides, were duly recorded at the Napolcom logbook and that of the condominium security guards. The visit to the condominium is confirmed by the Social Welfare Secretary who was beside Leni Robredo when the housekeeper called to inform her of the visit.

Puno was unable to scour the condominium unit because the maid demanded to see a search warrant. We are not sure if he was able to scour Robredo’s desk at the Napolcom.

At any rate, such visits are unseemly. While most everybody else was busy trying to rescue Robredo and his companions, Puno was busy trying to retrieve stuff from Robredo’s desk.

Now we know why there was so much official ado about sealing Robredo’s office and securing his condo. Recall footages of the office being taped shut and the Justice Secretary herself rushing to the condo unit. Those were odd scenes the moment they happened. Now we know why they happened.

If the Interior Secretary could have his office and home illegally searched during those darkest moments when his family was coming to terms with cruel fate, what about the security and privacy of ordinary mortals like us?

The thought shudders. The inspiration for those unseemly — and untimely — visits must be unveiled.

After the visits were confirmed and the logbooks checked, journalists tried to reach Puno for an explanation. He was shielded by his cordon sanitaire, pleading that the mysterious official was too busy with meetings. To date, we have heard no explanation from the Underscretary.

We deserve an explanation. Puno needs an explanation, if only to arrest all the wildfire speculation now going on regarding the possible motive to do the unseemly thing he did.

One report has it that Robredo was reviewing the outcome of an investigation on Puno, suggesting that the Puno home visit might have been intended to recover whatever investigation folder there is. This is pretty serious, if it is true. It involves suppressing the results of an investigation and tampering with the offense. Those are punishable offenses.

The President, no less, should have something to say on this. Quickly.
