Mar Roxas at DILG:The road to 2016?

The headlines blared the breaking news that finally, President Benigno “P-Noy” Aquino III has appointed Department of Transportation and Communications (DOTC) Secretary Manuel “Mar” Roxas as the replacement of the late Sec. Jesse Robredo to head Department of Interior and Local Government (DILG). Hmmm, Sec. Mar’s management style may not be the “Tsinelas” style espoused by the late Robredo, but there are still people who remember him as Mr. Palengke… or Mr. Tadjak.
Of course, for those who are politically-minded, this appointment is a huge triumph for the “Balay” faction within the Aquino administration. How will the “Samar” group react to this appointment, we shall hear of it whispered in the coffee houses. If there is anything positive going for P-Noy, he seems to bask in the reality of this Samar-Balay squabble and has effectively used it as a “divide-and-rule” tactic.
Meanwhile, this makes Sec. Mar Roxas one of the few Filipinos, if not the only person who has held the top slot at the Department of Trade and Industry (DTI) during the time of President Gloria Macapagal Arroyo (GMA) where I held my first TV interview in his office, then under P-Noy he took charge of the DOTC and now DILG Chief.
I’m sure that P-Noy put Mar Roxas at the DILG because first and foremost, he is the Liberal Party (LP) personified and therefore, he must ensure an LP victory in the 2013 mid-term elections. This appointment clearly prepares Sec. Mar for the 2016 Presidential race surely to the consternation of Vice-President Jejomar Binay. Unfortunately for Vice Pres. Binay, he is a reluctant “oppositionist” and never issued any damaging statement vs P-Noy, even if the latter is self-destructing. The DOTC slot was given to Cavite Rep. Joseph Emilio Abaya. Few people know who he is.
With this new appointment, Sec. Mar now has to show that he has the leadership qualities to make a good President. He must be able to reach out, not just to his party mates in the LP, but also ensure good relations with the opposition. After all, in our kind of politics, there are no permanent enemies, only permanent agendas. Perhaps he ought to start in Cebu, where the LP has real problems.
