 President Aquino travels to Japan

PRESIDENT Aquino will be traveling to Hiroshima, Japan, on Tuesday for a one-day working visit.

According to Communications Secretary Herminio B. Coloma Jr., President  Aquino will meet with Japanese Prime Minister Shinzo Abe to discuss topics of mutual concern regarding recent regional developments and areas of cooperation to enhance the Philippines-Japan Strategic Partnership.

Also to be discussed are the promotion of trade and investments, humanitarian assistance, disaster response and maritime cooperation.

The President will also deliver the keynote address, about the Bangsamoro, at the Consolidation for Peace for Mindanao conference, organized by the Japan International Cooperation Agency.

We wish the President all the best on his mission to Japan on the country’s behalf.

Last June 19 was the 153rd birth anniversary of our national hero, Dr. Jose P. Rizal.

His legend sparks the imagination and moves the heart. Why is Rizal still so admired and held up as a role model after all these years?

He was a man of science. He studied to be an ophthalmologist and, using the newly invented opthalmoscope, operated on his own mother’s eye. He was inducted into an anthropology society and delivered a linguistics lecture on Tagalog. He was also versed in sociology, architecture, economics and other subjects.

He was also a man of sports. Rizal was into fencing, martial arts and pistol shooting. He practiced gymnastics and other physical exercises to stay fit, and taught these to his students in Dapitan, in what is now Zamboanga del Norte province, when he was exiled there.

He was, above all, a man of arts and letters. He sketched, painted and sculpted. It is for his writings, however, that he now receives the praises of a grateful nation.

Whether or not his intention was to spark a revolution, his essays as a journalist and his novels Noli Me Tangere and El Filibusterismo inspired those who felt that the yoke of the colonizer had to be destroyed in order for the people to rise from oppression and flourish.

His words had galvanized people, moved them to action, and, in doing so, created a new and independent nation.

We, the heirs to his legacy, would do well to remember Rizal and his works, and continue his commitment to serve the people and the country with utmost dedication and loyalty.

Last Friday the Philippine Charity Sweepstakes Office (PCSO) turned over P100 million to the Commission on Higher Education (CHED) that represented its mandatory contribution under the law.

Amor Reyes, division chief of the Bureau of the Treasury, received, on behalf of the CHED, two P50-million checks from me at the PCSO’s extension office in Pasay City.

The amount is part of the PCSO’s contribution to the CHED, as mandated by Republic Act 7722, which provides that 1 percent of the PCSO’s gross sales from its lotto operation be allocated to the Higher Education Development Fund “for the strengthening of higher education in the entire country.”

Last year the PCSO allotted about P4 billion—half of its Charity Fund—to various government agencies as mandatory contributions under various laws.

Among the many agencies that receive allotments from the PCSO are the Dangerous Drugs Board, National Book Development Board, National Museum, Philippine Crop Insurance Program and the Philippine Sports Commission.

A significant percentage is remitted to the Bureau of Internal Revenue as documentary-stamp tax.
